Het duurzame EU-beleid richt zich op het minimaliseren van verspilling en het bevorderen van milieuvriendelijkere productieprocessen. Dit beleid resulteert in duurder voedsel, maar draagt bij aan een efficiënter gebruik van natuurlijke hulpbronnen. In het geval van een ernstige klimaatramp, waarbij de voedselproductie met 50% afneemt, kan de impact groot zijn: mogelijk sterft 50% van de wereldbevolking en kopen rijke landen voedsel op in arme landen, wat leidt tot voedseltekorten daar.
Het oude EU-beleid daarentegen, was gericht op overvloed en betaalbaarheid. Dit beleid resulteerde in een overschot van voedselproductie, met vier keer zoveel voedsel als nodig. Voedsel was goedkoop en er was genoeg om iedereen te voeden. Bovendien stelde dit beleid de EU in staat om hulp te bieden aan arme landen door hen te voorzien van voedseloverschotten.
